So, if a tank has 16/8/2, an a mech infantry has 12/18/2, put 'em in an army and you get 14/13/2, but the tank attacks first. Does it attack w/ 16 or 14? Does it defend w/ 18 or 13?

Attacks first with 16, defends first with 18. It does not combine the units into averages for combat purposes. Of course, any other modifiers like terrain are also used to modify these under lying values.

But also - if the tank or MI runs out of hitpoints but the army gets to start a new engagement, the army's constituent units will "share" available hitpoints.

Example: an army of one elite tank and one elite mech. infantry is attacked by a modern armor (suspend disbelief - it is only a 2 unit army but does enjoy 10 HPs ;)). The attacking MA takes 5 HPs from the army -- all five are at a defense of 18 (the MI). The attacking MA then dies. A second MA attacks the wounded army. The army will defend with the MI at a defense of 18 for either 2 or 3 HPs (can't remember which) - because the two units share the "army shell" equally. If, after the first MA attack, the turn ended and the army went on the attack, it would attack with a value of "16" from the tank for either 2 or 3 HPs (can't remember which) before yielding to a "12" attack of the MI.
