Here I was, starting a new game as Augustus, and there, just a couple of squares away, was Churchill. I suppose I can erase London as soon as I get some praetorians (or axemen), but this must be some kind of bug?

Nope, no bug - this is the way the mapgenerator works - it searches for the best plots to start a civ on. While doing this it does a very poor job in taking very close atarting positions into account (something that has been improved by Blake in the BetterAI Mod).
Oh - and you cannot wait for prets simply because your first border pop will teleport the AI's units to a nearby plot and they will start building their city wherever they land...

I know. And I played a few turns, so I know where London was founded. But I would have erased it pretty soon.

Well, if not a bug, it's poor programming.
