is there a way using the simple map making program with C3Vanilla, to make it so the AI will not build on deserts or tundra? Maybe just making them have no redeeming food/sheilds/commerce value? Or what?

Check 'custom rules' under the scenario tab, and go to edit the rules. Under the 'terrain' tab therein, find desert and tundra and uncheck the 'allow cities' box. You can change the food/shields/trade values for the terrain here too, as well as how effective irrigation/mining/roads are at increasing these (setting the values for any of those to 0 will make that improvement unavailable for the terrain).

The editor was expanded in patches, though, so if an option isn't present, make sure you've patched the game to the newest version available.

Under Terrain you can uncheck the "Allow Cities" box for each terrain( desert and tundra ).

Yes. None of the maps I make anymore, allows cities on tundra, desert, jungle, or hill squares. This increases the value of colonies, and allows for areas of "no man's land", even into modern times. Click on the links in my signature for my maps. :)

I dont have that patch, or else I'm ******** and dont see that check-uncheck box. Where can I download some patchatude?

can you make it so that tiles are buildable after techs? id LOVE this (see thread in civ 4 forum) to slow down expansion....

no, i think that's not possible in civ3. at least, pure desert cities cannot grow beyond size 2 until railroad ....

Why do people keep helping you out since you hate everyone ;)

The latest patch, which aniwood, linked to should be able to help you out. If you set it so that the cities can not be founded in the Tundra, you still may get cities out there because they were founded on a forested-tundra tile which is considered a "forest tile" and thus able to found cities. Just keep that in mind. For reference, I did this in my tweaked games (along with mountains) and enjoy it more than the original.
