A question about acceptable modpacks

I see that in the rules it says only graphics mod packs, but I'm curious if custom civs are allowed. I mean, the one I play, Polish, follows the same rules as all other civs, and the UU replaces the knight (4/3/2) with a hussar (5/3/2).

Would this be too much of a deviance from the original game to disquallify my score or now? Becasue to me, I don't think it gives the player any advantage.
 
Although I agree that that does not seem to be an imbalancing modpack, I think this would be a very slippery slope to start on. If any modpacks at all are to be allowed, then who is to decide which ones are within acceptable limits and which ones are not? To my mind the only safe rule to keep things manageable would be to say no to modpacks (except the terrain graphics of course.) Also, why bother with them? There's no need to use one in a HOF attempt, no value added to the game as a HOF game...
 
I concur with SirPleb.:) Moreover, if anyone want to check out the game, they couldn't do it without installing whatever mod packs that was used. That would be so inconvenience for a lot of people.

Moonsinger: I didn't think about people having to install the mod pack. That would be a pain.

SirPleb: It's just the civ i was playing as during my last game. So I wasn't actually going for HOF (I realized also that I don't have the required saves, so I don't think it would be accepted anyways) but since I'm at around 1825, with only 1 other civ left, and my score is over 9000 (playing on chieftan as this is only my 2nd game) I figured by the time I was done I would easily get pas 10000 probably and that would be the best Chieftan score by about 2k. Ah well, and since I'm probably moving up in level, I'll have to work harder to get a better score on Warlord.

Anyways, thanks for replying, it cleared this up for me pretty well.
