Currently I'm probably too inexperianced with the Civ4 editor to be able to make such a scenario, and add to that exams in a vital year, most things take the back seat to school.
But I was thinking perhaps a scenario based on the early Roman empire would be interesting. A bit like if you played Rome:Total War, the map there, the Empire only being Italy itself, with the Greek States, Egyptians, Carthage, Gaul the eary Spanish amongst other Civilizations running amock. I think using a normal European map would cover all you needed. If I find the time to learn and start this scenario I certianly will, and i'll tell people here. But if some-one is interested, then feel free to give it a go. I think it'd be a great scenario.
