Marshal Georgi Zhukov sat at his desk surveying the map of the area of Illinois and Wisconsin. His 10th Tank Army would be on the move to the north in short order, and it was necessary to familiarize himself with the ground heis troops would be operating on.

Just then came a knock on the door and his aide, Major Rogenov took a step into the room.

"Excuse me comrade Marshal, there is a call for you from General Cherniakovski."

"I see, thank you." Zhukov picked up one of the phones on the desk. "Zhukov. Hello? Hello?"

"I’m sorry Comrade Marshal, the General is on the secure line."

"Very well then. Yes, Zhukov.here."

"Comrade Marshal, I hope I am not interrupting, but there is an urgent matter I must discuss with you. Have you seen this latest order from Moscow which turns all American cities over to the NKVD for special administration?"

"Yes I’ve seen it, what of it?"

"What is the purpose of this provision which states the army will support the NKVD in the prohibition of food deliveries outside of their domain? They’re intentionally planning to starve these people, is that true?"

"I have been told that the NKVD will manage food distribution in an appropriate manner, and that will in turn free our army forces from the burden associated with such activities."

"And the appropriate manner is determined by who?"

"The NKVD has established labor camps where the people can obtain food for an honest days work. That is my understanding. If the Americans do not choose to work under such conditions, they are free to stay at home and go hungry."

"Yes, but how will the NKVD establish enough camps to meet the food needs of large cities?"

"That is no longer our concern. We have been relieved of that duty and the order comes from the highest authority, Comrade Stalin himself."

"And the Central Committee agrees with this new policy?"

"The Central Committee agrees with anything Comrade Stalin thinks, says or does. That is the way of the world now."

"I see. May I lastly ask what is the purpose of these new NKVD Special Security Detachments?"

"Those units are responsible for dealing with unique situations where the local population may pose a special threat to the area. Under such circumstances, these detachments have a freedom of action greater than the general police forces within the occupation zone. You may interpret that as you will."

"It troubles me greatly COmrade Marshal, the tone and content of these orders. We seem to be preparing to usher in an especially brutal period against these people."

"Perhaps you will recall early American history, Comrade General. The European settlers of their day scarcely worried about their treatment of the native inhabitants here. We are simply following a similar course. And Comrade Stalin is keenly aware that the Americans successfully rebelled once before. He does not intend to see history repeated."

"I see. And you intend we should support this policy?"

"I intend that we follow the orders from our political leadership and confine our attention to military efforts. And one thing more, do not contact me by telephone to discuss the matter again."

"What are you saying Comrade Marshal? We are talking on a secure line are we not?"

"I am saying that even a Marshal of the Soviet Union may not be safe from surveillance in one form or another. And if asked, I will say this conversation…never…happened."

The line went dead.

General Cherniakovsky gazed out the window of his headquarters, not even noticing the sound of his office door opening.

"Comrade General, I am sorry it took so long, we have General Malinovsky on the other line now."

Cherniakovsky took a deep breath.

"Please send my regrets to the general for the inconvenience, but I will speak to him another time."

"Very good, sir."
