About the "free" aqueducts in Tradition

I read some discussion about the Tradition policies yesterday, so thought I'd give it a try. In this particular game, I was playing the Huns and using a battering ram rush. It ended up that I had founded my first two cities, and conquered 3 capitals (kept as puppets) by the time I finished the Tradition line.

When I then went and founded my final 2 cities, the two new cities had free monuments, but did not have aqueducts.

It seems that you must have founded 4 cities to get 4 aqueducts.
 
Check your puppets, they are there. This particular mechanics is messed up. You get free buildings in whatever cities you have at the moment of policy picking. If you have less than 4, they'll appear in your next settled cities. You had 4 already (5 actually) when you finished Tradition, thus you got aqueducts in your main two and two puppets. Since you only had two when you picked Legalism, there was no place for more monuments and they 'waited' for you to found more cities. :crazyeye:
 
IIRC, I've had mixed results as Austria when I diplo marry a CS into both puppet or annex. Something like: the culture buildings didn't populate but the aqueducts did.

Because when you picked Legalism for culture buildings you hadn't diplo married yet, and when finished the tree, already had. It's extremely confusing and just not right. Aqueducts should never be added to puppets.
 
I had a follow up question. If I have my capital and puppet or annex 3 cities after I complete tradition. Do my puppet/annexed cities get a free aqueduct?

Yes the first three to puppet/annex get the aqueduct
 
I don't think this is right (I recall a thread where this was tested extensively, but can't find it right now).

My recollection is that if you adopt the Tradition finisher AFTER you have puppeted/annexed the cities, you get the aqueducts, but if you adopt the finisher before you puppet/annex, you do not. At that point, only founded cities get the aqueducts.
