Academy bug [NOT A BUG]

I don't know whether this has been reported in the past or not, I searched the forums as much as I could and couldn't find anything (maybe I'm bad, sorry if this has been already reported).

On my game with Babylon, I popped Calendar for free from a ruin. After researching Writing, I decided to settle it on a cotton for some really early trade for GPT.

However after settling, I noticed that I didn't get the luxury.

No it's not bug. Great person improvements only connects strategic resources to your trade network. They dont connect any luxuries.
