In CIV II you could start building a wonder accumalate cash and if some one beat you to it you could still keep building and accumalating cash and later select another wonder when the option for it became available.
In Civ III this is not allowed damm.
The program turns your cash built up, to some other project and if you had extra you lose the difference.
What I do is change to building a palace, this has to be done before the other CIV builds it,s wonder and only one palace can be selected, I had three or more cities building obselete wonders in CIV II ready to switch immediatly to a new one.
