Add Civil Wars as possibility

This would be a big blow to those dominating civ's if they had inside fighting!!

Care to expand on how you define a civil war, in what situations would it occur and how damaging would it be?

I guess the damage a civil war in a civ cold be as simple as a change in a type of government or even weaken it enough for another civ to overthrow it. I just had the thought and really think it's still open for tuning.

How it would happen would have to be culture flip maybe.
