Adding a new Civilopedia page

How does one go about adding a new civilopedia entry that is not tied to a promotion/building/tech/policy/etc.?

By adding a new entry under "Concepts"

Otherwise, if you want to add a new section (top-tab) or sub-section (left side heading) you are looking at a lot of work as the 'pedia is one of the worst coded parts of the entire game.
