Adding Building Portraits

This seems to be the questions forum, sorry if this belongs in the graphics forum.

I see that all the buildings in 'Buildings.xml' have a portrait ID they call in the 'iconAtlas', but when I open the 'iconAtlas' to add in a new portrait, there is a bunch of blank white circles. If you don't modify the atlas directly, how do I add in a new portrait? Do I have to replace an old one, if so where and how?

EDIT: I looked at IconSupport.lua and figured out that this is what populates the 'iconAtlas'es. It refers to 'CIV5IconTextureAtlases.XML' so I opened that, and it seems to call '.dds' files with the art. I can't find the '.dds' files anywhere to modify/add to them. Sorry if this is a noob question, this is my first attempt at modding.

EDIT2: I also don't see where you can set building prereqs for a building. Like how castles need a wall first.

EDIT3: Found the building prereqs, still confused about custom icons.

EDIT4: I am having 0 luck with adding buildings. I followed Kael's tutorial on it located in his guide (http://kael.civfanatics.net/files/ModdersGuide.pdf) but even when I followed those instructions exactly, making a palisade, it still doesn't work! I can't figure out why, I am enabling the mod in-game, I start the game, and then its unchanged!
