Adding or stealing tiles outside your territory

Sorry if this allready has been answered, but couldn't find similar issue through search. In civ 5 you could use a Great general to expand your territory. Is there any similar possibilities in Civ 6? I do need that aluminum just outside my reach ;)
 
If you are playing as...
1. Australia and build a pasture.
2. Netherlands and build a harbour.
3. Khmer and build a holy site.
4. Maori and build a fishing boat.
5. Poland build an encampment or fort.

These will cause a culture bomb!

Alternate solutions are via enchanger belief: Burial Grounds or world congress resolution: Border Control Treaty
 
Note: In Civ VI this will only effect tiles in your three ring range, and won't effect tiles in your opponents first ring. Also, I don't believe it will impact tiles with districts
 
Look for a mod called Strategic Forts - it allows you a unit called an expansionist. You can send this to a distant aluminium, build a fort next to it, and you claim the tiles adjacent to the fort.

I'm glad cuz seeing Shaka beeline his generals towards my territory was a bit too much (or me doing that to an unsuspecting Chieftain AI).
