OK, here are some things I'd like to see added to espionage: steal intel, share intel, and incite rebellion:
Steal intel would be a spy mission where you steal espionage points that one civ has built up towards another. Kind of like if the CIA infiltrated the Iranian intelligence network and gleaned info about a target of Iranian intel gathering.
Share intel would be a diplomatic option where you get a boost from an ally's espionage points, and they from yours. Perhaps a balancing feature would be that in doing this, you significantly reduce the cost of conducting missions against you by the sharing civ.
Incite Rebellion would be a mission where a spy infiltrates a stack of units and inspires some to commit treason, turning on their fellow units on that tile, reducing the strength of all of them. The cost and likelihood of success could be dependent upon how much of your culture is present in their civ, or even by how much of your culture is present in the tile that they occupy when the mission is undertaken.
What do y'all think? Any other ideas?
