addon units help!!!

how do I get addon units I D/L to work in Civ2? i tried and I pasted the palette with the units, then i went into rules and added it there but it does show up. help plez. don't worry I back up all files i edit.

Two questions:
1. What version of civ2 are you using?
2. What program are you using to cut and paste the unit graphics(?) into the units.gif file?

You obviously know about editing the rules.txt file, so I'd assume you know about editing the non-text files as well, but just for the sake of clarity could you please detail exactly what steps you take?
