Advanced tribes

I am playing on a large map, with continents of varying sizes and some islands. I've sent explorers out to pop goody huts. It seems as though if the hut is on another continent, I am far more likely to get an advanced tribe, and thus a city. Has anyone else noticed this?

Civ2 MGE, unmodded.
 
It also depends upon the proximity of other cities as well. I have seen unpopped huts near an AI's city (e.g. within its city radius or one square outside) and advanced tribes are NEVER found.

Yep I have. I'll take a new city anywhere!
 
I played on world map in Europe and moved to America with one ship and few units and made a whole new empire province just from goody huts. It is very true and it's good feature. It makes it easier to colonize a forgotten continent. It could be also used in some scenario - a race - first to come has a big advantage.
