I think there should be percentage-based advisories...
I also find it strange that you could have an army of 200 warriors, and the enemy an army of 199 heavy tanks, and your advisor will say, "Our army outnumbers them. That's good!"
I might be too simplistic there, but... Is it FORCE or NUMBERS the advisor looks at?
(For example, with military sizes)
[These percentages are ABOVE]
10% or less - "Our forces can hold their own against the <civname>, but we're not in MY opinion ready to launch an offensive."
11-19% - "The enemy has no chance at defeating us outright if we're smarter."
20-29% - "Our forces outnumber our enemy appreciably. We are in a position to attack."
30-39% - "If we attack now our victory is all but assured. Our forces are much stronger."
40-49% - "We are much more powerful than the <civname>. Victory is assured, even in a long campaign."
50-59% - "Your excellency, (or whatever) our forces stand ready to crush the <civname> at your will. Victory will be ours!"
60-69% - "Our forces are numberless compared to the enemy. They shiver at the thought of our approach."
70-79% - "Our forces will destroy the <civname> outright. There's no stopping us. What's more. They KNOW this! <laughs>"
80-89% - "Militarily speaking, we have them utterly by the throat. They have no chance against us. Any campaign against us would be a futile gesture."
90-99% - "I'm sure you realize this, your grace, but we've only one more battle to fight before the <civname> are crushed outright."
Using percentages on the flip-side. (Let's say you're LESS!)
-10% or less - "We can hold our own against them, but we need to build our army if we're to stand a chance at defeating them."
-11-19% - "We might be able to hold out against them, but I wouldn't go out of my way to anger them."
-20-29% - "I advise against any military action against the <civname> Any determined attempt by them would destroy us."
-30-39% - "We have to face the facts. They outnumber us, and probably don't even fear us. We have serious preparations to make before we could even hold them back."
-40-49% - "God help us if they choose to press the attack. We don't stand a chance against them."
-50-59% - "Your grace, we MUST build an army now! The <civname> pose a grave threat to our national security! They could crush us easily!"
-60-69% ' "Your grace, we are in a complete state of crisis! Any attempt at defending ourselves against the <civname> is futile. We MUST arm ourselves!"
-70-79% "Your... grace. What can we do against them? Perhaps, if we can buy time we can arm ourselves, but... "
-80-89% "Your lack of leadership has led us to this point your grace. Compared to the <civname> we are nothing. They could destroy us at their liesure, utterly. I wouldn't be surprised if I were counseling <name of the civleader> this time next year.
-90-99% "Blundering FOOL! You've destroyed us! This is your doing! Our great society is no more because of you. The enemy is at the gate, and NOTHING can stop them!"
