How about instead of agendas merely being a +/- on your relationship with a Leader, they also providing some benefit if you play the diplomacy game and use the agenda to do so.

For example, If you are a declared friend of a Leader and are fulfilling their Agenda, receive a small related bonus, effectively a mini suzerain effect E.g:

Cleopatra: commercial hubs generate +2 food

Poundmaker: gain alliance points at a faster rate

Shaka: Newly trained Corps have additional XP

Etc.

I feel it may tie agendas better with the diplomacy game, and creates a nice feedback loop of:
fulfill agenda to make them like you ->
declared friendship since they like you ->
continue to fulfill their agenda to get the bonus ->
They like that your playing their style...

What do yous think?
 
I think it's a great idea! Making diplomacy more meaningful would be nice, especially since currently the main incentive is simply to peace with civs to get trade and war with them to...well, win. I would also like it if agendas were more on a gradient rather than just black or white (You did my agenda! or You didn't fulfil my agenda!) as it leads to weird situations like Harald whining about you lacking ships when you have a fairly sizeable fleet, or Catherine saying you don't spy enough when spies aren't even available.

Catherine just wants you to have diplomatic visibility. Sending a delegation or establishing an embassy usually fulfills her agenda quite easily.
