Is it just me or is it the Dutch have a mean streak? Every game I have played so fair with the Dutch, they have declared war on me. The first time was when we agreed to right of passage, and when I entered their territory, they declared war on me! Its like as if they lured me into a trap of some sort. The second time was when they entered my territory with a few warriors, I asked them to move and guess what... they declared war on me! If you ask me, William of Orange is some kind of nut!

You clearly have yet to encounter the highly militant Gandhi that resides in the game. The speed at which I find myself at war with him is astonishing. And since I play the Dutch a lot, I have never encountered your militant Prince of Orange.

The Indians have cheap temples (so military gets built earlier) and they have a cheap UU which requires no resources, *and* has an extra hitpoint.

Yes, but it also matters a lot how many units a civ has, and whether they are offensive or defensive units. in the very early game the aggression level is important, but later in the game it's almost all to do with units.
In the main conquests file build preferences are set per civ. The Dutch build mainly defensive units. They're not likely to go to war early, but any civ that gets the chance to build up will get aggressive sooner or later.
The Indians haven't got a preference when it comes to building defensive or offensive units, but their unique unit is the war elephant, and those make them aggressive.

I might try a game with the Indians soon, No Resource Knights seems interesting.
