AI Auto-Producing Units But Won't Upgrade

I have added a couple of SWs/GWs that auto-produce a unit x amount of turns. Some of these units upgrade to a future improved version. I am smart enough to upgrade them automatically if the newer version is available. It seems the AI doesn't do this. It will send out the inferior version without upgrading. I know that in CCM @Civinator often creates a recruit or immobile unit that upgrades to a civ specific unit. I haven't played CCM enough to see if the AI will automatically upgrade these units to a "second" unit. For example, will the AI upgrade the hull from the Cruiser Project to the "second level" cruiser if that tech is available instead of the first level?
 
The Civilization III AI is really dumb, or really broke in-game, or both!

(and by broke I mean no Wealth at all.)

Yes, the AI does this when it has the prerequisites (resources+ gold plus an upgrade building - if C3X is used with the fitting settings there is no need of an upgrade building). In the city where the imobile basic unit is produced the direct upgrading is to the level 2 unit, but also if a level 1 unit has left the city where the basic unit was produced upgraded level 2 AI units were seen.

So, if I have a sub pen (and I am not using flavor units) that produces a submarine every 5 turns and the tech for the Nuclear Submarine is discovered they will upgrade the submarine to the nuclear submarine before leaving port? I don't have to make it produce an immobile sub (hull)? That simplifies things. And I have been playing with C3X. I love that new feature. It really helps the AI keep things up to date.
 
In CCM 3 the earliest naval attacks seen by such upgraded AI ships were attacks by level 3 and level 4 pirate ships. The autoproduced level 1 pirate ship in CCM 3 is mobile. Nevertheless you always have to watch carefully how the AI treats those units. In my current CCM 3 game I also have to deal with several AI battlecruisers (level three upgrades of mobile armored cruisers).

I tend to be careful about auto-produced units, as I have shot myself in the foot a couple of times.
 
From my experience the AI does upgrade its units if it has some cash left and the necessary city improvement. However, once it has 0 cash, it won't upgrade even if the upgrade cost is free.
 
I have the Heroic Epic set to auto-produce leaders, and now I am seeing a lot of AI armies. Then there is the Sistine Chapel, which in the mod that I am playing, I could not build, but the AI could. Now I have my boosted Crusaders fighting against me.
