AI Builds Forbidden Palace without Patronage

I've been confused with the wonders that can be build by unlocking Social Policy Trees before in BNW, but I'm pretty sure you have to open up Patronage to build the Forbidden Palace. I am playing a game on deity were I checked that no AI had opened Patronage, an started building the Forbidden Palace. About half way through Pocatello finished it. I checked the Global Politics tab again, and it stay says he doesn't have Patronage.

Global Politics does not reveal whether a civ has opened a policy tree. It only discloses when the AI goes 1 additoinal policy into the tree. So, you will see "Patronage:1" if an AI took the opener and, say, Consulates, but there is no "Patronage" or "Patronage:0" for just the opener.

Irritating design decision on Firaxis' part (hint, hint -- fixed in Fall patch?), but the AI did not violate game rules here.
 
Interesting. Guess that method I used for checking which wonders are safe to build doesn't work. Ah well. Guess it backs to spy/diplomats in capitals it is then. Thanks
