AI can build things player can't?

really? i never noticed my units disappearing when i click retire, though it's usually because it's like the synthmetal garrison and i dont have any left because all my guys are neutronium already.

It you hover over the retire button, it explicitly states that it disbands units.

hmm, that makes sense, but like i said when i do it it's usually because i've got way more advanced units and my ******** govenors wanna build old dumb ones.
