AI change civics during a golden age.

It pretty much says it all in the title. I got beaten to the taj mahal by mansa musa the other day, and then a few turns later, before his golden age ended, he decided to switch all 5 civics, and waste most of his golden age.

Maybe not a bug exactly, but it's an extreme case of AI stupidity, that could easily be patched. All the need is something to prevent them switching until after the golden age is over.

The AI does not change civics when in a golden age, unless spiritual.
