[GS] AI needs to learn basic geopolitics

AI as a rule of thumb should not declare war on distant targets before renaissance era and even then it should only do so if it is a naval hegemon.
AI relies too much on relationships and strength difference in deciding who to declare war against and too little on potential geopolitical goals it may achieve.
AI needs to import some well tested features from Europa Universals 4 in deciding who to go to war against.
