AI not showing all Workers in Peace Talks

I have noticed a couple times when I am negotiating peace with the AI that it will show a worker is available for trade. I take the worker in the peace settlement and then continue to negotiate further. Then I notice that the AI has another worker for trade that was not shown to me at the peace talks.

Is this a bug or what? I think that I have only seen this during peace followed by further talks. Don't think this happens any other way.

IIRC the only workers available for trade during peace talks are the ones located directly in the capital.

I thought that the workers available for trade were always only the workers in the capital city, I didn't think the you could ever trade for a worker that wasn't in the capital.

I guess the second worker was not in the capital when you made peace and
afterward moved into the city. The worker MUST be in
the capital to trade.

Presumably, the "new" worker was in a city that was also part of the peace deal. When a city changes hands in the diplomacy window, all units in that city are teleported to the capital. So...

Pre-peace:
Capital -- 1 worker (and other units)
City N - 1 worker (and other units)

PEACE and acquire the worker in the capital as well as City N. The worker (and the rest of the units in City N) teleport to the capital.

Post-peace:
Capital -- 1 worker (in the city again)

Are you saying that if I were to give up a town to achieve peace, that the units in that town would still belong to me and be teleported to my capital.

Yes, I am saying that. More is actually true. If you give away a city ANY time, actually, not just in a peace treaty, the units get teleported to your capital. There are lots of (ab)uses for this particular quirk.

Am I right to assume that this would not happen if you abandoned a town.
