AI not talking to players

When my brother and I play multiplayer, we like to do the RP thing, and do large marathon games with many other civs.
But it seems in Civ V, the AI do not contact the human player for any reason. They never ask for trade, they never ask to be friends, or anything at all. They just sit there, and wait to be approached.
I understand this is pretty insignificant to some people, because people play short games against other players, ignoring AI and such.
But to my brother and I, it is pretty important.
Is this a bug? Is there a way to fix it? Or are we just going to need to put off multiplayer until firaxis puts an option box that allows them to contact us?

i think its because the time for the ai to contact would be on the ai's turn, which is between all of the players turns, and they don't want to hold up every player for one AI communication.

i agree that there should be an option that you turn on, so it instead queues AI requests for the beginning of a player's turn.

currently, AI communication in multiplayer is not implemented
