AI Pathing

I understand that coding good AI for CIv 6 is challenging given how complex the game has become, but take a look at this screenshot. What's going on here? I see two issues:

1st - Terrible basic pathing. If Mountain, can't cross? He has been sitting there for 4 turns, attacking only with the Archer, while the horses just stand and do nothing. Why is this complicated to code?

2nd -Suleiman declared war on Brussels, clearly taking tile proximity into account. It's counting tiles in a straight line. rather than considering real distance, i.e., the amount of turns required to reach the city state with current tech, which in this case is x5 higher due to a huge mountain range and hilly terrain.

Is there a way for me to take control of Suleiman, while still playing with my own Civ (with a mod or something)? Since AI can't handle seemingly simple stuff like this I want the option to take control of them during wars, so that they actually get a chance of defeating me...

Edit: So here is a suggestion. Make Single Player / Hotseat saves accessible to both modes. This way I can just load my single player campaign in Hotseat.

I can't see the whole map but is the other civ's border blocking the pathway/making the path extra long on the other side of the mountain range? And if so did that happen after the Otto declared war? I don't think taking the current tech is the best option as it would make more sense to sit and wait on embarking if that is a faster route, i.e. 12 turns around the mountains vs. shipbuilding in 8 plus 3 to land.

Not saying that IS what is happening, but two possibilities.

It's a huge mountain range. However, it's mostly plains and desert bar that passage where my hoplites are, which are hills. Keep in mind this screenshot is from several turns later. I had no units blocking it back then.

I also thought they were waiting on embark, but no. They haven't got it yet, 20 turns or so later after my OP, they still can't embark.
