The square is not in any city radius, but the square is on my border.
The square is 47% Aztec, don't know who the other nationalities are, probably English and me.

Could they be under attack from the other side with no hope of winning the battle? Possibly they're abandoning the city so that they can keep what military they had, deserting the city area and going to another city, or else they have a settler... or am I completely off? This would just make sense, seeing as if there was an enemy who was going to take the city, they wouldn't want that enemy to have an iron resource... just a thought...

No, they were in no military danger. In fact they had just razed a city of my ally to the west of it.

If it is 47% it is probably going to flip soon. By pillaging it they get some gold and deny the new owner a hooked up resource.
