AI settlers...

Not sure if this is a bug or just poorly programmed AI. I have noticed on several occasions an AI settler on an island along but it doesn't build a city. At first I thought this was odd but after seeing it several times I think I know what is happening. I send a settler to thos small islands usually 1-3 tiles and I settle. What I do notice when I get there is no blue circle recommending at spot to build a city so I think the AI can't build cause it the AI makes no location recommendation. I just obviously decide where I want to be and settle but I've found several AI settlers just loitering on islands and never building a city... kinda funny...

I saw an AI settler (with escort) doing the same thing on a small island off the coast of our continent for about 500 game years once. When I went to war with him and was marching on his last city on the continent, guess what? He settled on the island.

LMAO!... so it's like, I'll hide him here and settle if I have to! Too funny. I think it only settles cause he still exists if he has a settler. I have had it happen plenty of times though, that he just sits there... I usually end up taking the island and he shoves off. But you have to admit, must be a flaw.

Personally, I still think the AI settling coding still needs a bit of working
Granted, its better than ever, but its just not quite there yet
