AI Spamming projects?

Anyone else notice the AI going from like 8 scientist points at 2ppt to 60 in 1 turn? I'm all for a smarter AI, but they still have a 20937851% production bonus .. the early game is just a continuous slog of stolen wonders and now great people ..
