Not really sure if this is a bug or not but figured I'd at least share. In my current game there are 5 Amani governors in Taruga, and another poster showed a screenshot where there were 6 Amani governors there. Here's the thread:

That's a lot of loyalty pressure on nearby cities once they've all taken the Emissary promotion...
