AI travels over ocean square with Galley/Tirieme's

(After forum, found out this is not a bug)
Hi

I found the AI colonised an island close to my continent, it should not have. The AI had to traverse an Ocean square to do this (cheats). I cannot traverse the square to reach the AI. The AI attacks me with a Tirieme from an Ocean square. On my turn, I cannot attack the Tirieme that is sitting in the Ocean Square. The AI is Japan.

To reproduce
1. Load 1065 save.
2. Press enter to end the turn
3. The AI Tirieme should attack my ships stationed on the edge of the costal squre.
4. The AI should succeed in its attack (if not restart from step 1 until it does or use save for 1070 to see that you cannot attack the AI).
5. In your turn, attempt to attack the AI Tirieme which successfully sunk my unit on the previous turn. It is an illegal move.

I think Galleys and Triremes can't enter ocean squares unless you sign OB agreements with the other civilisation to which the ocean tile belongs. Or at least this is what I assumed because it doesn't even do that.
 
Every ship can travel ocean squares as long as it is within their own cultural border, so everything seems allright to me.

Yes, that seems correct to me. I found more islands I suddenly had access to later in the game with my Tiriemes because of my cultural borders.
 
Any ship can access ocean tiles that are within your cultural borders. In vanilla and warlords you could also access ocean tiles within the cultural borders of civ you had open borders with, but this option was removed in BtS.
