AI tricking you to give up strategic resources

A tendency I have obseverved in most of my games is that if an AI is planning to go to war with you it seems like, just before a the war happens most AIs will try to trade with you to get your stragetic resources, even if the AI is allied with you. Have other made same observations? I seldomly trade strategic resources unless an AI is under attack by a dominating AI.

Slightly different, but I find that as soon as I have accumulated any Strategic Resources every AI wants me to trade them to them, even if they are clear across the continent from me and have no particularly hostile neighbors anywhere nearby. It appears to me that the AI is programmed that "Strategic Resources in someone else's hands = Bad" and acts accordingly regardless of other circumstances.
- And I have never found that it makes any difference at all when I refuse all such Trades - AI Civs that I've refused still turn friendly a few turns later at the same rate as other AIs that I am trading with (non-strategic Resources).

Yeah but you're missing the party where they denounce you, THEN ask for uranium for 'research'...

But yes. They do this. Probable because every other ai is like 'one horse, that'll be 400 gpt plus two relics...after I get a stock pile of 200'
 
In my experience the AI doesn't have an agenda like this. Whenever they have less than 40 of a resource AND they have the knowledge to use it, an AI will want to trade for it if you offer them some. If they have under 20 of a resource they will likely pay a better price for it. An AI actively offering a trade deal to get more resources often happens if the resource is quite new in the world and you are one of the first to get it. Also if they are in a war (or possibly if planning for one,but haven't really noticed that) they might offer a deal to get more strategic resources.
 
While the AI does ask for resources quite often, it sure happens before they go to war with you from what I see. It can be a handy warning and last night did warn me of a Spanish sneak attack so I tend not to get too annoyed by the zillions of asks ... but it is still annoying and would rather say ‘not for sale’ on my resources than get the interruptions.
