So by the Modern/Atomic era, I expect the AI to take a little longer to process everything. However, in the game I'm playing right now, the final AI, England, is taking their turn for almost five minutes. Is this because it's starting to process for the city-states or something? None of the other AI turns take nearly this long.

Yea, during the late game it takes longer to process everything, but only a little bit. It also depends on your processor. If you are having a 5 minute wait time, it's probably maxing out your computer.

edit-
Although if you mean specifically 1 civ is taking a lot longer than the others, is probably because they are fighting multiple wars or have a lot more "stuffs" to process relative to the other civs which may have fewer things, thus shorter process times.

Even with combat animations off? Sometimes the AIs spam planes and it takes ages for them to all play their routine.

I notice that in the Atomic/Modern eras, when I go to war with a civ, things slow down dramatically. I'm running on a Phenom II 955BE @ 3.6GHz, so I understand if my turn times take a bit longer than most folks, but I've never seen one go for over 1 minute after the release of G&K. Vanilla was terrible for me, but G&K really turned that around.

Do you have stepping enabled? Perhaps set your CPU to be locked at max frequency if so. Not really sure what else could possibly cause that kind of delay.
