AI votes to return city to enemy over friend

In the apostolic palace. This one is pretty straightforward:

1. Bismark pleased with me.
2. Bismark ANNOYED with Hammurabi, with whom he is at war.
3. Bismark votes to return a city belonging to hammurabi initially back to him over me.

Edit: Apparently, this save is 2 turns out from the AP resolution, and it is variable which resolution gets called, so it might be hard to reproduce it in the save?

This should be mentioned to the Better AI guys IMO.

I'd be inclined to say it's not a bug but really really bad AI.

It is the AI's logic (or lack thereof) you are questioning.
