There are bug posts showing how a friendly AI Civ unexpectedly declares war on you. The following is even worse. A friendly Gilgamesh declares war (joining with unfriendly Catherine) and friendship towards my Civ (Fredericks Germans) on the very same turn. The result is that my Civ is both at war and peace with Gilgamesh simultaneously. That means, while I am officially at peace with Gilgamesh, my troops are attacked by his army nonetheless. What is worse is that since we are officially buddies you cannot even negotiate peace with him. I guess the war and friendship declarations must be stacked inadequately in the program code to produce this result.
In the screenshot notice the red danger zones around my scout for the proof that there is indeed war. On the leader tab, however, Gilgmesh appears to be Frederick Barbarossa's best buddy.
Civ6 version: 1.0.0.26 (221715) [save file also attached -> hit next turn to experience the bug]
Well, to be honest, I didn't trust Gilgamesh's patronal behaviour from the very start. Now we can be sure he indeed has a split personality.
