Air Superiority Question ?

I think that each fighter gets only one interception chance. Once all available fighters have performed an interception, all additional bombing missions will go through unopposed.

I'm not sure whether a missed interception (the fighter never rises) uses up a fighter's air superiority turn.
 
To see what resources a civ has (even those directly under cities), try pressing <CTRL>+<SHIFT>+<M>. This will show you the map without any of the improvements/cities on it.

I had to be reminded of this function, when I ran into the same problem you're seeing.

I suspect that is another one of those things that wasn't covered in my edition of the manual with about 70 pages missing that I haven't got around to replacing yet.
