I need a sound strategy on air superiority.

What if you're waging a war beyond the reach of your jet fighters and within range of enemy bombers? In call to power you could back your forces up with mobile sam units. In civ3 you could use carriers, but I don't even know if the 'air superiority' mission works when the aircraft are stationed on carriers (I hope so, or else I'm wasting capacity...)

Any thoughts?

You could also (assuming you discovered the appropriate tech) build the SAM battery which would provide a bit for air defense (if enemy is not using stealth). Jet Fighters stationed in Aircraft Carriers and set to air superiority will destroy any enemy aircraft in its range. If you had two Aircraft Carriers, one with 4 Jet Fighters set on air superiority, and the second with 4 Stealth Fighters you could probably crush enemy fighters. Since enemy fighters would have a hard time taking out your stealth and you launching airstike after airstrike, the enemy will concentrate it's fighters in your attack area and try to bomb your aircraft carrier. When they try to do this your jets with take them out.
