Air units can pillage enemy tiles during peace time (1.0.0.129)

Pretty much summed up in the title.
I have only discovered this is possible with Jet Bombers, so I can not speak for other air units.

The attached file being the same one as my previous post is not a mistake, as both bugs can be experienced in this save.

Bombers & jet bombers have always been able to pillage improvements and district buildings. So can privateers & submarines through the coastal raid attack.
Fighter types cannot.
