Playing game on Immortal, most civs are angry at me. I attempted gifting Spain and Kongo luxuries to improve relations (at different points through the game) and they said "I cannot accept this deal." However when I put the luxury in the trade window and said "make this more equitable" they offer me 1 GPT for it and accept the trade.
Seems to be fairly easy to replicate, I started noticing it happened pretty frequently when I tried to gift luxes to leaders who disliked me. I'm not sure if a save would be helpful in this case, but if so I can do a replication and grab the save from that.
