Alexander bug/exploit

I just discovered that if you have captured city`s with Alexander you can start to build a wonder just to get a full heal with all your troops.
It is very powerful if at war and you already have captured a couple of city`s.
It does not matter if the City is from a conquered leader/civ.
I dont think this was intended as it gives you the ability to surround a city, attack, and then build a wonder to get a full health attack troop.

I can only find a very brief description of what the ability is supposed to do. It sounds like the alleged bug can build something in an occupied city, and get the effect you were supposed to get upon capturing it?

Other incomplete districts, incidentally, still have secondary effects; e.g. an incomplete harbor will still allow trade routes to crossover between land and sea.

(aside: whether or not an effect is too powerful has nothing to do with whether or not the feature is working as intended)

Yes, correct. It can be on any turn after.
