All mods not loading with savegame

Hello. I am attempting to run the following mods:

AggressiveCityStates v 3
Balance - Mine and Lumbermill v 4
Free Roads v1
RailroadCostReduce v1
Swap Enter and Space bar v1
Unlimited Barbarian XP

I have no problem installing these mods, and they appear to work when I first set up a game with them enabled. However, when I save that game and click on the "mod" detail next to the savegame, most of the mods are gone. Generally, only the "RailroadCostReduce" and "Unlimited Barbarian XP" show up. Sure enough, if I load a savegame only those two mods seem to work (although I am not positive that even they work; however, they are the only two listed as active).

I have tried this and had the same problem on two computers.

Hmm. I believe that I have fixed the problem. I deleted the "RailroadCostReduce" mod and the other mods loaded up properly in savegames. Oddly, the savegame description still only lists one mod (Unlimited Barbarian XP), but the others still work when the game is loaded.
