how do i change the settings from 7 nations, so i can play all the nations att once. I have tried to change some settings but i still only get 7 opponents... i want to met ALL oponents :(
 
CivII has a maximum of 7 civilizations at one time (not counting the Barbs), but you can make a setting such that when one civ is wiped out there is a chance another civ will "respawn" someplace else. To find this setting start a new game and choose "Customize Rules".
 
Under "customize rules", you can also choose which civilizations you wish to play against. That way you can try all of them, you just cannot have more than one civ from each color at the same time.
 
It IS possible.

I am confident, that it can be found to play 21 civilization. Though - you will see three nations of one color:) But I don't think, it will bother you.

It IS possible now to play against 1 civ, or alone, without any opponents. Why not with 20?
 
Civ3 can setup more than 7 civs (if you have the memory), but Civ2 is hard-coded to have only 8 slots at one time. Remember this came out when we were playing with 486s...
 
I am confident, that it is possible to free 21 civ for play. May be even more - if more civs are created in rules.txt(There are Arabs for example, but not available yet in the game). And it won't be long - game with 7 civs is really fast, so with 21 will be only a little bit longer;)

If it were that simple then somebody would have done it by now. It can't be done. It's to do with how data are stored in memory and the structure of the saved game file. For example, in many cases, civ numbers are stored as a bitmask in a single byte, ie, each civ is represented by one of the 8 bits. You can't fit 21 into 8 no matter how hard you try.
