Well, that can be useful to do until you have all of its tech. Declare war, extort their techs for peace, and repeat when the treaty expires until you have all you want. Past that... I usually just leave minor civs alone so I don't take a rep hit for killing them. They almost never have money, and if they have a monopoly on some luxury or a resource I want, I take it and let them keep the rest.
Although in C3C, minor civs are obnoxious in that they seem to love to declare war on me without the chance of winning, so you may want to get rid of them so that you don't have to deal with them. Oh well, at least those longbowmen are good elite cavalry fodder .
I'm pretty sure that Bamspeedy disproved this common myth in his celebrated War Academy article. If you read nothing else from the War Academy, read that.
On topic -- you may also want to consider whether or not the civ in question will work for you or against you in the UN vote.
