Alliance not working

Is it just me or does it look like they haven't implemented the "Alliance" diplomatic status yet?

According to the civilopedia, Alliances are unlocked with the Civil Service civic.
I've declared friendship with gilgamesh but do not see the option to make an alliance with him.

This means I also can't have a defensive pact.

Another thing which makes me think they haven't implemented it yet is that when you click on "Alliance" within the civilopedia entry for the Civil Service tech, it takes you to the page for describing "desert" tiles...

So, do we have to wait for a patch or are my files corrupt or am I missing something?

Alliance have worked fine for me in my games, maybe Gilgamesh doesn't have the civic himself or something?

Once you have a friendship with another nation, Alliance is something you trade for. Just try to trade with them and you'll see it on the list.

Note, you should add it to your offer not theirs, as it does not seem to work to add it from their side.

Those sorts of "deals" have always confused me. Don't both sides have to exchange it? Why allow an agreement that requires two parties to only involve one side?

It doesn't appear as an option for me when trading with gilgamesh.

- All I see is Joint War under the agreements section
- I have a declaration of friendship with gilgamesh
- I have civil service (I'm in the industrial era)
- gilgamesh is showing in the civics tree as being in the Renaissance so chances are high that he has civil service too
- I can't check with other civs at this stage because no one else wants to be friends
- I've checked integrity of game files

Might be a bug. Should I upload the save file somewhere? (Don't know what the usual steps are here)

Nevermind.

It turns out gilgamesh did not have Civil Service yet.
Once he got that civic too (which took forever), I could make an alliance with him.
