Alliance with city states

I suspect that the Shawnee abilities were set in stone earlier in development due to the need for approval from the partnership, hence the abilities that interact with mechanics that could feasibly function in a way that makes sense with that phrasing, but don't. The issue where there isn't a way to trigger the extra Culture on the Mawaskawe Skote is one example, and the ability to "support other leaders' Wars multiple times instead of once" is also odd to me. I could be wrong, but I don't think there's a limit on that by default? Also, while I haven't seen any complaints about it, I'd assume that the "additional Resource Cap in your Capital per Allied City-State" doesn't work properly for the same reasons as the UI Culture bonus doesn't work: you can't "ally" with a City State.
 
While on the subject of city states and civilizations with abilities that stack on their "alliances" with city states, we really need the ability to liberate city states after they are conquered.
Absolutely, similarly a way to offer to return cities captured by someone else to their founders would be great.
 
I think the point is that within Civ VII, the way to "ally" a city state is to become their sovereign. There is no other method to "ally" city states other than becoming their overlord, as you've put it.

Agreed, my reply sounded surly. I was referencing the alliance button being redundant.
