Allied City-State Has Oil - How To Get It?

Hi all

So I am playing an archipelago map and recently discovered oil... for some reason, there's only a scant amount - none of which is near my territory except for a coast-tile controlled by an allied city-state...

How can I get them to give me that oil? I assume that they're not improving the tile because they don't know about it... is there anything I can do?

As far a s I know, you have to wait for them to improve it. You cannot accelerate the process. Post-patch, it should happen sooner rather than later.
 
Have you tried to improve the resource yourself? I think you can if you are allied. It's worth the try.

Alas, that was one of my 1st thoughts... but while you can build roads (and maybe improve land resources?), you can't build an oil platform except in your territory...

Clearly the *easiest* thing to do is capture the city-state. If Oil is as scant as you say it is, then that resource is VERY valuable and worth conquering to get.

Secondarily if you can't beat them or really don't want to, depending on the island layout, you could build a city right next to theirs and then use a Great Artist to culture-bomb the oil tile into your territory (and a few other tiles around it, maybe ever a luxury).

Lastly, you CAN improve it for them but until THEY have the tech required to BOTH see oil AND use it, they can't trade it. The game could strategically be over before they get that far up the tree.

Me? I would absolutely conquer them if oil is scarce, no question. It is the easiest, cheapest, and quickest option.
 
You used to be able to do more with CS, but they patched all that out. Someone thought they were too powerful for some reason. You used to be able to "road" through them. Gift them non-combant Units. Build on their resources, if you did not Gift them the unit. Now you cannot even pass through their military units via road or rail. You have to go around them, the slow way. So much for controlling road/rail spam. Once you have built a road/rail for a CS, it is permanent, you cannot remove it. They do not seem programmed to remove it either, so spam away, if you need to get around them or through them.

I have not tried to culture bomb an Ally yet. Does any one know the consequences?
 
you lose a lot of ally/friend points with a CS if you culture bomb them. I'd still do it if they were too stupid to improve a resource that I really needed, however. you can still pass through your allied CS units unless you're using a noncombat unit like a general or worker. that was also the case prepatch, however.

If that is all, I could just buy them back next turn. Thanks. I need the Rail/Route they are sitting on.
