Allied city-states do not share aluminum

Only since the last patch, allied city-states share all luxury resources and strategic resources unproblematically except aluminum. This is a big enough problem to ruin most late-games.

I should clarify that the aluminum IS IMPROVED. It is just not shared. This is not the same as the recognized bug in which an allied city-state declines to improve a resource.

Even if they have a mine on it, the CS don't have Aluminum unless they have Electricity. (If you are leading significantly, you may have Electricity before they do)
