Allow conquered cities to become independent

I posted this idea before, but I like to post it in a thread dedicated to this particular idea.

The idea is to let cities we conquered become an independent civ. This newly independent civ would obviously have good relationship with us.

Basically, right now, when we conquer a rival civ's city, we have two options. The first option is to annex them. In this option, we can fully control this city. But the down side is that it will increase unhappiness.

In the second option, we make the conquered city a puppet. The unhappiness would increase, but by significantly less. The downside is that we have very little control over the city.

We should be given a third option of allowing the conquered city to become an independent civ. The advantage of this option is that we have no unhappiness to deal with, and the resource of the conquered city will be taken away from our enemy civ. The down side is that the whole resource of this conquered city will also not be available to us.

If we conquer another city from the same enemy civ, we have the option of making that city a different independent civ from the first one we gave independence to. Alternatively, we can give that city to the independent civ we have created.

The whole point of having this option is that it while conquering new cities then liberating it to allow it to be a new civ will mean that we don't get the resources (production, gold, food, science, etc) from those conquered cities. But it will prevent increase in unhappiness, while at the same time it prevents those resources to be used by our enemy civ.
