Allow ships of Suzerain to cross city state canals

Suggestion is in the title. If I'm the Suzerain of a city state which is built as a canal city, I should be able to cross it. I don't always want to annex a city state into my empire, I'd just like this feature to be incorporated into "open borders" policies just like I can cross the city with a land unit.
